LTO Temporary Offsite Printing Office opens here at SM Marikina


Good news to all Marikenos, LTO just opened a new Satellite office inside SM Marikina Mall.  It will cater the printing of license Card.  The implementation of the Five Year Validity License Card, by LTO NCR employees as the “5YVC” started last 10 October 2016 with the issuance of the Administrative Order No. 2016-034, re: Rules and Regulations Providing for a Five-Year Validity Driver’s Licenses and Conductor’s Licenses. This in in accordance with the provisions of Republic Act 10930, amending provisions of RA 4136 otherwise known as Land Transportation and Traffic Code, particularly Section 23.

From October 10, 2016 to August 28, 2017, we have accumulated 3.6 million drivers and conductor’s licenses issued with the so called paper licenses” or
the Official Receipts (OR) used as license while the procurement and development of the system for the issuance of 5YVC is ongoing. Of the 3.6M backlog or paper licenses, 1.2M come from LTO-NCR.

The 5YVC is superior compared to the licenses issued in the past. It is laser – engraved in polycarbonate material, which is more durable and hard to copy. The security features are enhanced consisting of biometric features under the Automated Fingerprint Identification System (AFIS) to ensure uniqueness every card produced and added information to complete the the necessary personal details of the licensee such as the blood type, the holder options to be or not be an organ donor and the person to be notified in case of emergency including the contact numbers.

The roll out of the 5YVC was on August 29, 2017. The enthusiasm of claimants reaulted to the influx of people in all 39 licensing units in NNCR. Some have to wait for hours to get their plastic cards.

To remedy this aituation, LTO NCR in cooperation with SM malls will open LTO kiosks in 6 malls in SM North EDSA, SM Fairview, SM Manila, SM Marikina, SM Southmall, SM Cherry Supermarket, specifically dedicated to printing/ distribution of the DL cards with 5 year validity. Negotiation with other mall owners is ongoing to open more LTO kiosks to address the backlog operation.

On 6 October 2017, two offsite kiosk located at the NCR Araneta Avenue and at SM Marikina will be launched.

Assistant Secretary Edgar C. Gavante, LTO Chief, expressed his thanks and appreciation to the management of SM Malls for providing LTO free spaces for offsite printing of Driver’e Licencs card with 5-year validity.

The Land Transportation Office (LTO) implemented the 5-year validity driver’s license card starting
October 2016 in response to the call of President Duterte to lengthen the validity period for convenience of the public. However, the availabillty of the cards was delayed, thus, acumulating backlog printing of Over 5 miltion nationwide, For National Capital Region (NCR), the backlog reached i millon cards.

In its desire to provide promote issuance of the driver’s license cards to those who have already applied but without license cards yet, SM Supermall” assistance was sought to provide a Temporary Offsite Printiing Office iin selected malls from October to December 2017. The following malls are identifed to provide the service: SM Marikina, SM Southmall, SM Fairview, SM North EDSA, SM Manila and Cherry Shaw.

The LTO Temporary Offsite Printing Office at SM Marikina will be launched on October 6, 2017; opening of the LTO Temporary Offsite Printing Office in other malls will follow LTO officials who will grace the Events are: Chief/Assistant Sec.
